The bottled drinking water (AMDK) industry is among the most tightly regulated sectors because it involves mass consumption by the public. Since Ministry of Industry Regulation (Permenperin) Number 62 of 2024 officially became effective on April 17, 2025, AMDK producers — from home-scale operations to large factories — are required to bring their product certification in line with five new SNI standards. Here is the full guide.

The 5 Mandatory SNI Standards for AMDK Now in Effect

Permenperin 62/2024 revises and updates the previous standard, with five mandatory SNI categories as follows:

Mineral Water — SNI 3553:2023. Demineralized Water — SNI 6241:2023. Natural Mineral Water — SNI 6242:2023. Dew Water — SNI 7812:2021. High-pH Water — SNI 8982:2021. Each category has different quality parameters and laboratory testing requirements, so producers must make sure their products are tested under the correct category, rather than being lumped together as generic "mineral water."

The Compliance Deadline: Don't Let It Lapse

This regulation was enacted on October 18, 2024 and became effective on April 17, 2025 after a six-month transition period. Product Certification Usage Permits (SPPT-SNI) issued before Permenperin 62/2024 remain valid for the time being, but producers are required to complete the transition to the new standard no later than October 18, 2026. Producers who delay this transition risk having their old certificate become invalid once the deadline passes, meaning the product could potentially no longer be distributed.

How to Obtain SNI Certification for AMDK

SNI certification for AMDK is processed through a Product Certification Body (LSPro) accredited by the National Accreditation Committee (KAN). The process includes an audit of the production facility, laboratory testing of product samples at an accredited laboratory, and issuance of the SPPT-SNI certificate. Once the certificate is issued, the LSPro will conduct periodic surveillance audits to ensure product quality remains consistent throughout the certificate's validity period.

BPOM Distribution Permit (Nomor MD): Requirements & Process

Beyond SNI, any AMDK product on the market must also hold a distribution permit from Indonesia's Food and Drug Authority (BPOM) in the form of a Nomor MD. Registration is done electronically at registrasipangan.pom.go.id, attaching: an NIB (Business Identification Number), the results of a production facility audit (PSB / Pemeriksaan Sarana Produksi), a Water Abstraction Permit (SIPA) as proof of the raw water source's legality, product specifications and composition, and the SNI certificate already obtained. Importantly, each product variant — whether by packaging size or water category — requires its own separate Nomor MD registration number, not a single permit covering an entire product line.

Basic Legality: NIB and Business Risk Classification

Before pursuing SNI certification and a Nomor MD, an AMDK business operator must first hold a Business Identification Number (NIB) issued through the OSS (Online Single Submission) system under KBLI code 11051 for the bottled drinking water industry. AMDK businesses are generally classified as medium-to-high-risk, requiring additional verification in the form of a PB UMKU (Business Licensing to Support Business Activities) and an Industrial Business License (IUI) before they can operate at full scale.

Conclusion

With a compliance deadline of October 18, 2026 at the latest, AMDK producers still using old certificates need to begin the audit and re-testing process soon — given that it involves an LSPro, an accredited laboratory, and BPOM verification, all of which take considerable time. Handling AMDK business legality — from NIB, to SNI, to Nomor MD — together also helps ensure no compliance gap is overlooked.
